Message	improper equipement. I have a few lawyer friends (one works in DA's office). You'll have to get a lawyer who is friendly with the DA but sometimes they change a ticket from speeding to improper eq. No points, no insurance hike, and its about 1/2 the fine. Failing brakes certainly sounds like improper equipment to me. Good luck & watch it from now on :)
